In addition to legal entities that want to provide services within the scope of ancillary service agreements or within the framework of the procurement process, real persons can also be included in the system within the scope of ancillary services.
The criteria regarding the quality of supply and operating conditions in the Electricity Network Regulation will be taken as basis in the processes related to the provision of Ancillary Services.
Monitoring and tracking of Ancillary Services will be carried out automatically through software, as well as the National Load Dispatch Center and the Regional Freight Dispatch Center. For this purpose, an internet-based application called Ancillary Service Market Management System (YHPYS) is introduced by regulation.
The ability of the production facilities to be included in the system to provide ancillary services will be documented through a certificate to be submitted to TEİAŞ.
Similarly, the determination of suitability for the provision of secondary frequency control service will be carried out through performance tests to be carried out by TEİAŞ. The provisions of the Electricity Network Regulation will be taken as a criterion in the provision of certificates and performance tests for Ancillary Service.
Ancillary Service Certificates can be issued by accredited organizations.
Market participants providing primary and secondary frequency control services will not be able to offer their reserves for frequency control to another market and will not be able to sell them through bilateral agreements, and will be entitled to pay a ‘capacity fee’ in return.
If the market participant included in the Secondary Frequency Control is also a generation facility registered in the balancing power market, it will be entitled to ‘Imbalance Reimbursement’ based on the price to be calculated on the basis of the formula regulated by the regulation.
The Standby Backup application has been removed from the scope of the regulation.
A reactive power control service agreement can be signed with all generation facilities connected to the transmission system at a voltage level of 66 kv and above and with an installed power of 30 megawatts or more, without the condition of being licensed. Wind and solar power generation facilities can also be included in the reactive power control system. The National Load Dispatch Center and the Regional Load Dispatch Center have been authorized to include licensed production facilities with an installed capacity of less than 30 mv in the reactive power control.
Transitional Provisions:
The obligation of generation facilities that sell electricity to TETAŞ through the Build-Operate, Build-Operate-Transfer and Transfer of Operating Rights models to provide the relevant ancillary services to TETAŞ will continue as stipulated in the signed Energy Sales Agreements.
In accordance with the provisions of the new Regulation, the rate of participation in the primary frequency control applicable to TETAŞ will be considered as the rate to which all parties are subject.
The Regulation enters into force on 1.1.2018.
