The amendment published in the Official Gazette dated 1.8.2017 contains innovations in terms of
the following issues:
• In road transport, the transit declaration, including the summary declaration information, will be
submitted to the customs office of entry electronically before the arrival of the vehicle at the
customs office of entry. Goods brought to the Customs Territory of Turkey within the scope of a
transit transaction that has started under international conventions will be excluded from this
application.
• The hatch covers or other places where goods are placed of ships loaded with goods passing
through the territorial waters of Turkey and about which there is a notice or whose content is
suspected may be sealed by the customs administrations.
• Goods subject to trade policy measures; A certificate of origin will not be required if documents
proving the preferential origin of the goods are submitted in order to benefit from the preferential
tariff application recognized by Turkey within the framework of agreements made with some
countries or groups of countries or unilaterally.
A certificate of origin will not be required if the documents listed in subparagraph (a) of the fourth
paragraph of the goods that are not in free circulation that are under customs supervision before
the date of the elimination of the preferential tariff application within the framework of free trade
agreements or the Generalized System of Preferences are submitted.
• A certificate of origin will not be required for the entry into free circulation of goods imported
directly from the country where the trade policy measure is applied or declared to be of origin in
the country where the measure decision is taken and for which a document regarding the
prevention is submitted in accordance with the relevant legislation.
• The necessary health examinations of animals and animal substances, plants and parts will be
carried out by the personnel of the relevant institution in accordance with international
agreements, laws and secondary legislation regulations at the border customs office. Without
these inspections, the customs authority will not allow the release or shipment of the goods.
